Operating Budget
The TBI population, including the needs of returning veterans, is growing at a time when funding is in jeopardy. From 1988 through 2014, each TBI site has received $150,000 per year to provide core services and must provide a minimum match of 20% in order to receive the funds. Most all of the sites provide a match greater than the 20% requirement. The $150,000 budget for each TBI site has not increased since funding was originally authorized in 1988 and had a 20% decrease in 2015 to $120,000 per site. The sites receive .066 of one percent of the state penalty fund. The fund balance continues to decline and does not meet the projected budget for the sites. With limited funds available through the state-funded program, sites must augment and leverage funding through a variety of public and private funding sources where available in order to assure mandated core services are provided.

Funding
For many years, the TBI program has been funded by the seatbelt penalty fund (revenue from tickets for not using a seatbelt). This funding source has steadily declined because people are using seatbelts, and the funding is no longer sufficient to support the TBI program.
CATBI sites receive funding to provide community reintegration services for those with traumatic brain injury.

- Jodi House Brain Injury Support serving Santa Barbara, San Luis Obispo, and Ventura Counties
- Brain Injury Center of Ventura County serving Ventura and Santa Barbara Counties
- Independent Living Services of Southern California serving Los Angeles County
- Southern California Resource Services for Independent Living serving Glendale, Burbank, the San Fernando Valley, Santa Clarita; and the Antelope Valley; including Lancaster, Palmdale; and a portion of Kern County
